So they think it shouldn t work underwater.
For 1 hour without concentration it lets the target effectively ignore all movement and combat penalties for being underwater difficult terrain magic that reduces speed magic that causes the restrained or paralyzed conditions and any form of mundane restraints or grapple.
The underwater rules don t cover any changes to conditions.
Or at most it should only be possible if you are on or next to the floor already.
This has included things like a warehouses near the docks that have a hole in the floor into an underwater cave because their trading partner isn t across the water but underneath it and figuring out how to use.
Underwater combat returning would it be blessing or curse.
I did find it a bit amusing that a character can hold their breath for at the very least ten rounds so i decided that casting a spell with a verbal component underwater.
Freedom of movement 4th level bard cleric druid or ranger is a great spell.
